Requirements


  • fully qualified accountant
  • qualified accountant with at least three years post qualification experience - ACT qualified preferred
  • experience of minimum one full annual financial cycle
  • strong knowledge and understanding of IFRS, including IAS 21, IAS 32, IFRS 9, IFRS 7 and IFRS 13, and financial instruments
  • previous public sector background is desirable
  • previous experience of working in Treasury essential
  • experience preparing and presenting high-quality reports to members and other senior stakeholders that aid in informed service and corporate decision making
  • experience of TMS essential- eTC ideally
  • experience of Hyperion HFM or other consolidation reporting systems desirable
  • education - Degree
  • specialised Knowledge - IFRS, FRS 102, FRS 101
  • professional Certification - ACA, with significant post-qualification experience
  • experience - Technical accounting/accounting policy, particularly IFRS

Responsibility


  • review monthly accounting information for central treasury, finance, and investment subsidiaries
  • review forecasts for central Treasury and head office structure companies
  • proactively contribute to achieving the company's vision and contribute towards an innovative, high performance and continuous improvement culture
  • support as required the UK GAAP statutory accounts for the group's central finance and investment subsidiaries
  • review monthly financial instrument valuations using the Treasury Management System
  • responsible for the Capital Accounts Assistant and two apprentices
  • provide IFRS 9 cash flow hedge accounting advice to the Operating Companies
  • review foreign exchange positions regularly, ensuring the appropriate accounting treatment and hedging transactions are undertaken to minimise income statement volatility
  • contribute to providing financial expertise, high quality financial services to senior stakeholders and exceptional support to the Capital & Projects Team Manager

  • to contribute to the achievement of the highest possible professional standards in all financial information, to help ensure that public funds are properly accounted for and well managed
  • to prepare Annual statement of accounts in accordance with current accounting requirements. To ensure that the auditors of these statements are fully supported to assist in a satisfactory conclusion of the accounts
  • to assist all staff in compiling financial information to ensure it is accurate, timely and fit for purpose including development of various presentation methods to facilitate planning production
  • to identify, analyse and report on the financial accounting implication, new projects, and new accounting and statutory requirements, including recommendations on system developments and sources of information for decision making purposes
  • to maintain and develop capital accounting, in line with changes in accounting requirements, for all council assets including Joint ventures where appropriate
