Requirements


  • fully Qualified Member of the Royal Institution of Chartered Surveyors
  • degree or formal qualification in a relevant discipline
  • experience in negotiating, brokering, and influencing complex commercial arrangements
  • general practice background within corporate, public sector, or private practice
  • excellent planning and prioritization skills to achieve property management objectives
  • commercially minded with a comprehensive understanding of property management legislation and current practices
  • proven track record of successful commercial property management in a professional property team, dealing with property transactions, lease management, and valuations across various property types
  • experience with survey work within the Education sector would be ideal, however, not essential
  • current experience as a General Practice Surveyor or Building Surveyor

Responsibility


  • prepare reports to support property proposals and strategies, including Key Officer, Corporate Management Team, and Cabinet decisions
  • monitor and report portfolio-level performance against strategic KPI's and policy objectives
  • to develop, manage and co-ordinate assigned portfolios, programmes and projects from inception to completion, ensuring that they are delivered to agreed time, cost and performance standards and in accordance with accepted and accredited professional standards whilst always seeking to achieve continuous improvement
  • manage, plan, and deliver high-quality professional property valuation and estate management services
  • negotiate and complete acquisitions and disposals of leases, licenses, and agreements with external landlords
  • prepare Heads of Terms for lease agreements, sales, acquisition documentation, legal consents, etc., in collaboration with the City Council's Legal Service
  • oversee exit strategies for freehold and leasehold properties being vacated
  • ensure adherence to lease terms and compliance with statutory requirements
  • manage complex portfolios of investment properties and their related budgets to ensure compliance with lease terms and responsibilities
  • implement effective property portfolio strategic management, including lease renewals, expiries, exit strategies, and tenancies
  • interpret and implement legislation, priorities, objectives, strategies, and policies related to property and asset management services
  • contribute to wider business decisions and plans affecting the City Council, including the Council's Asset Management Plan and Capital Strategy
