  • RICS Registered Valuer
  • degree or equivalent qualification in relevant subject
  • minimum 3 years’ experience working in a valuation role
  • evidence of continued professional development
  • residential experience required
  • management or business qualification or equivalent experience desirable

  • demonstrable property case management skills

Responsibility


  • undertake Right to Buy Valuations
  • compile and certify the asset valuation report on an annual basis for inclusion in the Councils accounts and other financial statements
  • take the lead on all aspects of the Valuation Service for the Right to Buy Section
  • deal with queries from finance and external auditors in relation to the provision of the annual asset valuations
  • provide professional expertise and assistance on other valuation matters as required
  • prepare annually-updated building insurance valuations for the submission to the Council’s insurance manager
  • access sites in order to inspect land and buildings
  • support the Asset Management agenda which will be the primary area of work across the team to meet changing community needs
  • instruct and supervise external consultants / surveyors where independent specialist valuation or rating advice is required
  • co-ordination and completion of the annual valuation of the Council's assets for accounting purposes on a rolling programme at all stages from confirmation of instructions, through to production of final valuation report and schedules
  • undertake inspections of properties and prepare measured areas for valuation and agency purposes in accordance with the RICS Code of Measuring Practice or the International Property Measurement Standards, as appropriate
  • undertake different methods of valuation including investment valuations and Depreciated Replacement Cost to assess the existing use/fair value of assets in accordance with CIPFA guidance, RICS standards and IFRS regulations
  • to compile and certify the asset valuation report on an annual basis for inclusion in the Council's accounts and other financial statements
  • the team has a bias towards high-profile industrial and office assets, with valuations predominately being for secured lending purposes
