Requirements


  • sutton Council - Programme Officer - Housing
  • degree and / or professional qualification in relevant subject or substantial relevant experience
  • housing law enforcement, including HMOs and HMO licensing and empty properties
  • provision of housing advice, including dealing with overcrowding, harassment and illegal evictions
  • knowledge of Identification of housing defects and appropriate remedial action under HHSRS
  • awareness of wider private sector housing issues
  • though knowledge of current private sector housing law, including practical application of the Housing Health and Safety Rating System , PACE and HMO legislation/licensing
  • previous experience in a housing officer role or similar position is not required
  • strong negotiation skills are essential for effectively managing tenancy agreements and resolving disputes
  • familiarity with property management systems is desirable
  • excellent communication skills, both written and verbal, are necessary for engaging with residents and stakeholders effectively
  • A proactive approach to problem-solving and the ability to work independently as well as part of a team are crucial for success in this role

Responsibility


  • coordinate and submit the Council's annual housing statistical returns and other housing related submissions to Government
  • contribute to producing the Council's Housing Revenue Account Business Plan and other related strategies and plans
  • housing Standards Inspections under HHSRS
  • HMO Inspections and licensing
  • housing complaints handling
  • liaison with other council units (e.g
  • advise the Team Leader on contraventions and commence appropriate enforcement action where appropriate with reference to the full range of legislation relevant to housing conditions, including preparation and service of legal notices, statements, attending court and provide evidence as a representative of the council
  • benefits, Building Control, Planning, Housing Solutions, Nuisance Team), Landlords, Contractors, Ward Councilors, the Fire Authority and other outside organisations to achieve improvements in the condition / management of the private sector housing stock
  • delivery of proactive initiatives such as forums and specialist working groups aimed at landlords, students and other private tenants, including giving talks / presentations and general advice on private housing problems
  • to lead on and deliver activity in accordance with the service objectives on joint initiatives and provide operational support to the senior officer in relation to specialist areas
