Requirements


  • NVQ in Education Welfare, DipSW, CQSW or degree in a related field or an appropriate child or young person qualification
  • previous experience of working in a child focused organisation
  • previous experience of practice and procedures relating to the liaison between agencies
  • ability to move around the borough and visit schools and families homes
  • and understanding of, and commitment to, the council's policies on equal opportunities, customer care and health and safety
  • understanding of the issues that affect young people to not attend and how this may differ by gender and ethnicity
  • enhanced DBS
  • the ability to work methodically, prioritising work in order to meet given deadlines
  • experience of working in a MASH or similar multi agency team with safeguarding responsibilities and an ability to assess risk
  • organisational and general administrative skills in connection with programming work and maintaining case files
  • the ability to make use of I.C.T. in the areas of responsibility
  • knowledge and experience and ability to interpret and explain the requirements of relevant statutes
  • knowledge of court procedures in relation to prosecutions, Penalty Notices, School Attendance Orders and Education Supervisions Orders
  • an understanding of the authority invested in an education welfare officer and how this is applied
  • proven ability to analyse data or procedures, writing reports to include both quantitative and qualitative data and making recommendations to improve working practices
  • the ability to communicate orally and in writing in connection with the preparation of reports, weekly plans and daily records; telephone/face-to-face interpersonal skills including tact and understanding

Responsibility


  • to provide an Education Welfare Service support to schools in Haringey
  • to undertake performance management and supervision of team
  • agree the work plan for the year dependent upon individual schools' performance
  • manage the service budget and undertake business planning to generate income where appropriate
  • authorise legal proceedings in magistrate and family proceedings court, and attend court to give evidence when required
  • initiate innovative approaches to meet government guidance and our statutory duties
  • to provide information, advice and support to Members, Officers of the Council, Headteachers, school staff and the public on issues related to pupil attendance and welfare

  • maintain and promote effective working relationships with schools to improve their performance in relation to attendance, and to maintain it where it is already excellent
  • to promote and maintain the positive relationships and understandings between school staff parents/carers students and other agencies taking into account the families cultural back round and all ine ualit issues
  • to maintain case records in line with Haringey council's case recording policy and to attend school events and meetings as required
  • to be responsible for and manage a caseload of both allocated schools and individual referrals
