  • good written and oral communication skills, with the ability to produce accurate reports and act as external procurement representative
  • the ability to prioritise own workload, manage and complete tasks within tight timescales
  • dedicated team player, who is capable of building strong, effective relationships both internally and externally
  • working knowledge of the Public Contracts Scotland and PCS-Tender e-procurement portals
  • knowledge of NEC and JCT contracts
  • holds a Level 4 Chartered Institute of Purchasing and Supply qualification or is actively working towards this

Responsibility

  • prepare high quality, legally compliant tender documentation and undertake end-to-end tender exercises on behalf of the company using PCS-Tender
  • provide procurement support and expert advice to CMAL staff to ensure best practice and best value for all procurement activities
  • act as a procurement representative on behalf of CMAL at external meetings
  • support the Procurement Manager in the preparation of information and evidence for both internal and external assessments
  • manage the tender evaluation process, creating evaluation matrixes, review responses with key stakeholders and prepare recommendation reports for sign off at the appropriate level
  • prepare award/decline letters and final contract documentation following acceptance of a tender submission and ensure unsuccessful tender applicants receive appropriate feedback, including those who formally or informally challenge CMAL’s tender processes
