Responsibility
- to support the Trust FM function in the monitoring, planning and scheduling of both the PPM and reactive workloads for both in-house staff and Contractors
- A senior post that is responsible for the management of complex high value Backlog Maintenance and estates minor works projects reporting into the Trust Chief Engineer, for a large Mental Health and Community Services property portfolio across Essex, Bedfordshire and Luton
- the post holder will have specific responsibilities for the oversight of the administration and operation of the Computer Aided Facilities Management system from an operational maintenance perspective
Show more +11 - the post holder will be at the forefront of planning and implementation of the most significant backlog capital and other change management plans for the Trust requiring a specialist level of technical works and building knowledge, capital reporting, political awareness, customer focus and diplomacy
- reporting into the Trust Chief Engineer, the post holder is responsible for the safe delivery of planned preventative and reactive maintenance tasks ensuring all work is completed in accordance to agreed methods, RAMS, SLAs and clinical expectations
- the expectation is that the post holder will provide advice on all aspects of Backlog Maintenance, Capital Planning, Asset Management, Technical Training, Business Case Development, construction and consultancy procurement and technical planning matters to the estates team and senior managers in relation to backlog and minor works
- the post holder will support the Trust Chief Engineer and the in-house estates team ensuring that Business cases are developed in accordance with latest DH and treasury guidance and best practice and that all backlog maintenance projects are reported in line with Trust standards using agreed metrics and reporting tools
- NB: Each of these facets will be underpinned with a comprehensive RIBA stage 7 handover
- monitor equipment inventory and work with the administration team through the quality manager, to place purchase orders as and when required
- ensure the correct audit procedures are in place and regularly delivered with outcomes reflected within the CAFM system
- work with the Trust surveyor to ensure the asset register is up to date and reflect the PPM schedule
- positively manage relationships with contractors and service providers
- ensure all records are current, correctly stored and easily accessible
- monitor and measure estates and maintenance contracts against agreed KPI’s
Requirements
- to provide leadership, direction and staff support to staff working within the CAFM team and the wider Trust engineering provision
- A Degree in a Project related discipline – project management, engineering, or business
- to implement and monitor the service objectives, including agreed continuous improvement targets and service efficiencies

- technically appraise contractors who have been invited into the Trust to undertake maintenance activities
- to ensure staff have regular 121’s where individual objectives are discussed and the agreed resource plan reviewed
- experience in a Project management role
- to develop and maintain effective communications, team working within a continuous improvement culture relating to the CAFM and helpdesk teams
- to support the implementation of ISO9001 and ISO14001 as the Trust quality management systems
- experience in managing major capital backlog maintenance projects minor works associated contracts
- to ensure compliance with all statutory standards operating within the estates, facilities and capital development services
- qualification in Project Management to PRINCE 2 Practitioner level or equivalent
- extensive technical knowledge of Project Management principles and property related issues including mechanical and electrical services, building structures, planning law
- ensure data quality standards within the CAFM are maintained and issues and risks are robustly escalated in a timely manner
- statutory compliance, leases and other tenure matters
- delivery of Maintenance and project activities as allocated, ensuring all work is completed in accordance to agreed methods, RAMS, service level agreements and clinical/patient needs
- have oversight of all minor works and ensure contractors are meeting the required standards
- working closely with the CAFM resource planners to prioritise and effectively assign workload across the team including coordination with projects, backlog and contracted services
- to ensure SOP’s are available for each of the maintenance critical systems
