  • experience in a range of technical activities relating to the work of the Environmental Protection Team
  • experience in enforcing legislation
  • experience in giving advice to members of the public, colleagues and external organisations
  • undertake investigations, inspections, monitoring and appraisals of premises
  • carry out inspections of HMOs
  • experience in serving financial penalties
  • draft and serve statutory notices as necessary
  • knowledge of current Housing Act and related legislation
  • knowledge of the inspection of all types of accommodation
  • BSC Degree or current equivalent
  • BSc Degree or current equivalent
  • full driving licence
  • hold a UK Degree or Diploma in Environmental Health, or equivalent
  • A thorough working knowledge of UK Environmental Health legislation and good practice relating to the work of the Section

Responsibility


  • to undertake the Clients statutory functions in relation to Programmed and Reactive Noise
  • responding to service requests
  • ensuring compliance with codes of practice guidance and legislation, such as Licensing Act enquiries relating to noise
  • section 61 Control of Pollution Act 1974 applications
  • reviewing planning applications with regards to noise
  • dealing with filthy & verminous premises
  • including preparation of cases for enforcement action and instigation of legal proceedings
  • to provide technical evidence in court proceedings, tribunals and Public Inquiries
  • to report directly to the Head of Section/Head of Service/Deputy Director, Council Members and Members of Parliament where required
  • to liaise effectively with members of the public, businesses, other departments and other agencies
  • to supervise and support the work of Residential Service Officers
  • to investigate, assess and act upon complex issues relating to pollution and nuisance issues and determine the most appropriate course of action
  • to support and participate in proactive initiatives to improve service standards and the quality of life for people living and working in the area
  • to investigate and resolve complaints relating to the housing and pollution issues
  • to provide the Head of Service with reports, information, advice or guidance as required
  • to liaise with other Council officers, statutory undertakers, external organisations and agents as appropriate
  • to participate in activities promoting energy efficiency, and healthy housing and housing grants
  • to prepare statutory notices having regard to environmental health legislation and current case law
  • to undertake all duties in accordance with the Council’s Corporate Policies covering Equal Opportunities and Customer Care
  • to undertake investigations into breaches of the legislative provisions enforced by the Environmental Health Housing team and deal with any follow up work or enforcement action including preparation of Court cases and representation of the Authority at Court as required
