- use statutory powers to regulate and improve conditions of private sector homes in Central Bedfordshire
- undertake work on the Housing Benefit Subsidy by completion of subsidy workbooks including detailed manual calculations
- you will have delegated power to take enforcement action, where necessary – in line with our Enforcement Policy
- maximising income and minimising customer arrears and/or financial loss to the Council
- carry out quality assurance checks on the Housing Benefits, Council Tax
- providing specialist knowledge and delivering resolution focussed outcomes whilst conducting inspections within private sector housing
- this will include immigration and benefits legislation
- having honest and open conversations with customers about their housing options
- deliver against an agreed improvement plan for the assigned area in consultation with residents and help deliver the corporate objectives
- helping people find alternative accommodation in the private rented sector
- the plan should reflect the needs of the area with reference to the profile of residents and the physical characteristics
- to ensure that tenants understand their rights and responsibilities under the tenancy agreement and that all tenancy conditions are adhered to
- work with stakeholders and colleagues across the authority using outstanding problem-solving skills and effective communication skills
- knowledge of construction, housing and related legislation, and competency in enforcing legal standards, commensurate with level/grade
- improving the quality, safety, and choice of residential accommodation in the Borough
- identify licensable premises and take all necessary steps to licence the premises within target times
- to engage with and involve residents in the management of their neighbourhood
- you will need strong communication skills, ideally with case management skills
- deliver housing services that are inclusive and accessible to our vulnerable customers
- to mitigate financial risks and reputational damage to the service in all casework received
- you will maintain a high level of accuracy in record keeping/data entry

- to provide expert advice, undertake complex case work, represent the Local Authority in high profile situations and proactively contribute to support the effective leadership and management of the Housing Options, Move-On and Homeless Prevention service for residents in need of housing advice and assistance
- in conjunction with customers and external services enable the effective set up and closure of rent accounts, ensuring that queries relating to arrears, housing benefit and personal payments are responded to in a timely fashion
- identify and provide positive, effective and often complex legal and housing advice, and information to home seekers about their rights and options, in compliance with the Landlords & Tenants Act, Protection from Eviction Act, Housing and Homelessness Acts, and other related legislation
- deliver a comprehensive, customer focussed and high-quality housing needs service, liaising with other sections, departments and agencies internally and externally in relation to housing or homelessness issues on behalf of home seekers
- visit people in temporary accommodation, supporting with day to day issues to ensure they can maintain the accommodation and at the same time helping them to actively look for alternative accommodation and checking on occupancy and property condition
- an experienced Housing Options/ Prevention/Homelessness Assessment Officer who can hit the ground running working with minimal supervision and work on single homeless cases
- to provide a comprehensive housing management service within a specified geographic area to our customers and neighbourhoods dealing with breaches of tenancy/leaseholder agreements, estate management/monitoring, anti-social behaviour, caretaking and delivery of communal services and tenancy support visits
- manage a varied caseload, ensure good time management
- the post-holder will be responsible for proactively contributing to leading a service delivering housing options advice, including low cost home ownership, preventing homelessness and undertaking statutory assessments
- provide technical professional enforcement services with the overall aim of protecting and improving the health, safety and welfare of every resident, worker and visitor within the Borough, within empty properties and/or housing enforcement
- working proactively using initiative and knowledge to apply appropriate options to tackle housing need ensuring that the council’s resources, including financial resources, are appropriately used according to the needs of the home seeker, enabling them to achieve sustainable and affordable solutions to their housing needs
- the candidate will be expected to be part of the Housing Options duty Service, completing assessments, and carrying out respective prevention and relief work for single homeless clients
- to efficiently track, monitor and prioritise business critical casework responses and FOI’s by order of deadline or by instructions from line management or higher

- the post-holder will be responsible for leading and contributing to the delivery of strategic improvements to the service and other corporate, cross-cutting priorities, as required, on a portfolio, project basis
- support the delivery of the Council’s Housing Assistance policy and programmes, to achieve renewal objectives, environmental sustainability, maximisising public and private investment in the Housing stock
- your cases will be complex and varied, across the breath of Private Sector Housing Functions
- assist accountants, internal auditors and District Auditors during the annual subsidy audit with particular emphasis on explaining benefit calculations/payments in order to justify that payments have been made in line with Benefit legislation reduction
- carry out home visits to assess accuracy of homelessness applications and take a proactive approach to tackle housing needs and homelessness; dealing with a range of circumstances many of which will be complex and detailed
- provide good quality advice to all, including, public, tenants, licensees, landlords etc, regarding their legal rights and available options related to their housing using a holistic approach
- knowledge of Part VII Housing Act 1996, Homelessness Reduction Act and other relevant legislation and statute is required along with experience of carrying out homelessness enquires, casework and drafting s184 decision letters

- inspect or visit vehicles, stalls, plant or equipment; investigate service requests and identify contravention of legislation and corrective action to be taken
- to implement robust measures of casework management / investigation methods to ensure all lines of enquiries are sufficiently explored, managing expectations and offering the most up to date solutions to resolve formal disputes
- this includes working closely with social care services to support the move-on of families to suitable accommodation, leading on cross-service strategies and understanding the impact of housing decisions on other key service areas
- you will support and advise colleagues and PSH management
- this will include analysing complex information and relaying this information appropriately to the customer, including legal advice on housing, immigration and benefit legislation
- candidates will be required to demonstrate they have practical experience of delivering in a pressurised Housing Options Services and is manage the multiple demands and pressures of the service
- ensure the housing management and environmental services provided to residents are coordinated and of an excellent standard and conform to relevant statutory requirements and best practice
- to formally respond to all stage 1 assigned casework / follow-ups, Members Enquiries, MP enquiries, Mayor & Cabinet Enquiries and Freedom of information requests
- to take action concerning breach of tenancy, removal of squatters, unauthorised occupants, authorising successions, assignments and referring complex cases to the Area Housing Manager
- progress the Housing Services’ delivery of the Housing Assistance programme, and associated schemes, including face-to-face interactions with a range of customers and providing expert advice
- you may be asked to be a mentor or buddy to other PSH colleagues
- carry out the enforcement of legislation and other powers in a timely and efficient manner, as may be required in line with service and statutory legal guidelines
- to plan and perform regular visits on the estate, to identify any maintenance requirements and organise relevant response, including raising communal repair works within allocated budget
